The Special Education College of Changchun University will become the second college in China to affiliate with Tianjin Technical College for the Deaf of Tianjin University of Technology to further expand the work of PEN-International in China. This decision was reached during a recent visit to the university by PEN-International Director DeCaro and PEN-China Director Bao of TUT.

A Memorandum of Understanding is currently being prepared with the intention that the document will be signed before the end of calendar year 2003.
