PEN-International Director and Professor James DeCaro was honored with the HaiHe Award of Friendship presented by the Mayor of Tianjin, Mr. Dai Xianglong, on 30 September 2003 in the Grand Auditorium of the City of Tianjin. The award is presented to foreign nationals who have worked in Tianjin and have made "outstanding contributions for the betterment of the city." In addition to the HaiHe Award, DeCaro was presented with a long-term residency certificate by the director of the Public Security Bureau of the City of Tianjin, Mr. Wu Changshun. Former winners of the HaiHe Award include the CEOs of Motorola, Samsung, and Toyota as well as foreign experts and educators.
