Relying on broad networks of motivated and dedicated faculty and administrators in local and regional programs supporting deaf students in the ASEAN region, P-CEN is based on the successful PEN-International model of Importer--Self-Sufficiency--Exporter.
During Year 1, the target areas for implementation were the pre-college programs in the Philippines and Viet Nam. For Year 2, the focus will expand to incorporate programs in Thailand, Cambodia and Hong Kong, while continuing to support efforts already established in the Philippines and Viet Nam.
The primary goal of the program is to prepare professionals to work with deaf students at the secondary, upper secondary and transition levels through in-service and pre-service professional development; to enhance and/or create postsecondary and transition programs in partner countries; and to initiate discussions about the possibility of developing a certification program for teachers of the deaf.
In order to develop the capacity for these goals, P-CEN is offering a pilot program of the Teacher Education Institute to teachers at DeLaSalle-College of St. Benilde. After this pilot program is evaluated, it will be modified and offered to another group of teachers in the Philippines. It is expected that the participants in the Teacher Education Institute will become the leaders in Deaf Education in the region.
Additionally, our partners in the Philippines and in Viet Nam have requested two additional trainings: C-Print and Ethics and Issues for Interpreters. Both of these programs will be offered in Year 2 of P-CEN. It is the aim of P-CEN to be responsive to the needs and desires of the partner countries.
Inclusion of Partners
The continuing plan for P-CEN is to utilize the PEN model of import - self-sufficiency - export to establish CSB as the hub institution for P-CEN in the ASEAN region. We will continue with the development of the organizational, budgetary and personnel systems necessary to establish the project center at CSB; provide the necessary professional development and training opportunities for CSB team members to assume leadership of the program; and provide necessary training and resources to sustain a web-based resource to support the network.
In Year 1, as a result of the signing ceremony held on 15 September 2011 in Manila, it was determined to partner with the Nakornpathom School for the Deaf in Thailand and to ask the Meisei School for the Deaf in Tokyo to serve as a consulting school. Both schools have expressed an interest in becoming involved in the project. Significant outcomes of Year 1 also included the piloting of the Teacher Education Institute and initiation of C-Print training in the Philippines. In Viet Nam, project personnel are exploring the possibility of providing professional education to one of the principal educators in the Dong Nai Program. Year 2 will continue these relationships with Meisei School for the Deaf in Japan as a consulting school and Nakornpathom School for the Deaf in Thailand as a full partner. Year 2 also will involve exploring the development of partnerships with Cambodia and Hong Kong following the criteria documented in Year 1.
P-CEN representatives, in collaboration with The Nippon Foundation, will visit programs to assess their readiness to benefit from inclusion in the project.
