On 19 June, the rectors of all PEN-Russia partners participated in a summit at NTID (see agenda). The purpose of the summit was to provide the rectors with a venue to discuss issues related to the development, propagation and management of PEN-Russia. The meeting was a very productive one with the following conclusions:

• 5 Year strategic plan (2009-2014) will be developed by the rectors under the leadership of Rector Fedorov
• The plan will be prepared by the end of calendar year 2008
• PEN will provide $5000 (US) to support the development of the plan
• The plan will be presented to appropriate administrative authorities in the government of the Russian Federation for consideration (by 1 March 2009)

In October 2008, Director DeCaro will meet in Moscow with the PEN-Russia principals to discuss the major components of the plan and develop a rough plan.
