"Are we in a new phase of regional economic development?"
State, regional and local economic growth and development thinking has gone through a series of changes over the last 100 years. As our understanding of economic phenomena has matured and the underlying structure of the economy has changed, how we approach economic growth and development policies has also changed. Research consistently demonstrates that "old school" or "low road" approaches simply are not effective, yet many states governments continue to use outmoded strategies. Local governments, particularly those in smaller places, however, have shifted their focuses toward investing in quality of life or "place-making". What is driving this shift from "old school" and "low road" approaches to "new school" or "high road" and why do so many places continue to use outdated and ineffective strategies?
