POSITION DESCRIPTION
Under the direction of the Chief Financial Officer (CFO) and in collaboration with the Executive Leadership Team (ELT), the Human Resources Manager is responsible for developing and implementing all human resource-related policies and procedures to meet organizational needs and comply with state and federal laws. The Human Resources Manager directs development and maintenance of human resources information systems to ensure record keeping and reporting requirements are accurate, timely, and confidential. The Human Resources Manager provides guidelines for and oversees management of human resources activities such as recruitment, orientation, performance review, benefits, training, and employee relations and advises management in appropriate resolution of employee relations issues. The School has two unions. This position participates in the school’s collective bargaining team and handles grievances and other contract administration matters.
ESSENTIAL DUTIES/RESPONSIBILITIES
• Work with CFO to develop a comprehensive Human Resources Business Plan focused on recruitment, training, retention, DEI, communication, and cultivating a schoolwide culture collaboration.
• Partner with ELT to ensure strategic goals are aligned with business initiatives
• Ability to create a culture of diversity, inclusivity, collaboration, and teamwork.
• Compile and analyze wage, salary, and benefits reports and data. Work with CFO to determine competitive compensation plans.
• Identifies and manages legal requirements and school reporting regulations affecting human resources functions and ensures that policies, procedures, and reporting are in compliance.
• Familiar with DCF mandated reporting, Title VI, and Title,IX.
• Oversees the HRIS recordkeeping system including but not limited to hires, promotions, transfers, performance reviews, terminations, continuing education credits (CEU’s) and employee statistics for reporting purposes.
• Oversees the development, coordination, and tracking of all schoolwide training programs.
• Oversees recruitment process, including job descriptions, postings, advertising, interview process, background checks, hiring, and orientation.
• Implement and oversee a performance management program to ensure employees understand their job responsibilities.
• Oversees the School’s Workers’ Compensation program.
• Ensure all HR polices are communicated and applied consistently.
• Maintain company organization charts and directories.
• Participates on the School’s negotiating team during collective bargaining negotiations.
• Conduct investigations of employee complaints or incidents, including union grievances as per contracts.
• Supervision of HR department staff.
• Administer random drug testing for drivers.
• Annual maintenance, review, and dissemination of the ASD Employee Handbook.
• Represents the School at Human Resources-related hearings and investigations.
• Exercises good judgement, maturity, and tact and maintains required confidentiality of all personnel information and files.
• Use sign communication skills effectively, or willingness to learn.
• Other related duties as assigned.

Requirements |
MINIMUM REQUIREMENTS
• BA/BS degree in Human Resources, Business, Psychology, Communication, or related area.
• 15 years of Human Resources experience, at least five years at a management level.
• Experience in a collective bargaining setting preferred.
• Excellent written, oral and interpersonal communication skills.
• Problem solving and strong organizational skills.
• Experience with Microsoft Word and Excel required.
• Familiarity with ADP Human Resources, Payroll systems and Enterprise E.
• Proficiency in sign language preferred; willingness to learn required.
