Emergency Management Specialist (Manufactured Housing Unit Leader) – Intermittent

The ideal candidate will have experience in the construction and installation of manufactured housing components, and with federal contracting policies, and regulations. Candidate will have strong leadership, employee performance management, program management, and communication skills.

Duties: As an Emergency Management Specialist (Manufactured Housing Unit Leader) in FEMA's Reservist Program, you will be responsible for coordinating with internal and external stakeholders on the identification, selection, acquisition, design, construction, inspection, and installation of Manufactured Housing Units (MHUs) on private and commercial sites. Typical assignments include:

Collaborate with Contracting Officer (CO) and Contracting Officer Representative (COR) to provide contractual and technical responses to inquiries.
Ensure adherence of contract to applicable policies and regulations per 48 Code of Federal Regulations (CFR): Federal Acquisition Regulations (FAR).
Represent the program to state, tribal and local officials while working together towards common goals and objectives.
Monitor, assess, and provide feedback on subordinate employee's performance.

At FEMA, our mission to help people before, during and after disasters; so, every employee at FEMA has a role in emergency management. During large-scale or unprecedented events, all FEMA employees may be called upon to support response or recovery efforts, either virtually or in person. Deployments may require irregular work hours, work at locations other than your official duty station, and may include duties other than those specified in your official position description. If deployed in person, travel may last weeks, with little advance notice, and may require relocation to emergency sites.

As a Reservist Employee, your role is to support response or recovery efforts. Reservists are intermittent, on-call employees. Please note that this is not a full-time position, and you only are paid when deployed. Deployment frequency and length varies based on disaster response need. Due to the irregular nature of disasters, Reservist employees are not guaranteed regular recurring hours, deployments, or renewal of employment.

The Civilian Reservist Emergency Workforce (CREW) Act protects the job rights of FEMA Reservists while they are deployed to disasters, emergencies, and critical trainings by including FEMA Reservists under the Uniformed Services Employment and Reemployments Rights Act (USERRA). To qualify for the Reservist Emergency Management Specialist (Manufactured Housing Unit Leader) position, you must demonstrate work experience in each of the following areas , you must demonstrate work experience in each of the following areas:

Leading a team of internal and external partners; and
Analyzing and evaluating the effectiveness and efficiency of program operations; and
Advising and ensuring the construction and installation of manufactured housing components is compliant with pertinent laws, regulations, polices, and precedents.
OR

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher-level graduate education leading to such a degree

or

LL.M., if related.

In addition:

Minimum age of eighteen years of age is required.
All candidates must be a high school graduate or possess a GED.
